TIRANA, April 10 – The government approved a major infrastructure project for Shkodër County, Infrastructure and Energy Minister Enea Karakaçi said on Wednesday. He described the initiative, called “Gateway to the Alps”, as a key investment for regional development and tourism expansion.
Karakaçi said the project carries a total value of 100 million euros. He explained that 50 million euros will come from the European Investment Bank, while the remaining 50 million euros will be funded by the state budget. In this context, he said the programme includes several coordinated infrastructure components.
First, the plan targets urban redevelopment works. It includes the rehabilitation of public squares, reconstruction of main boulevards, and the creation of multifunctional centres. According to Karakaçi, these interventions aim to expand public spaces across the county.
At the same time, the project covers transport and connectivity upgrades. It focuses on road links between Velipoja, Lake Shkodër, the Buna River, Malësia e Madhe, and the Albanian Alps. In parallel, the programme includes improvements to water supply and sewage systems, along with urban transport and environmental management measures.
Karakaçi said the investment will create an integrated corridor between the Alps and the Adriatic coast. As a result, he said the region could support a full-year tourism cycle instead of a seasonal model. He added that the project will also improve living conditions and strengthen economic development across Shkodër Region.
