A delegation of the Albanian Parliament took part in the Regional Parliamentary Anti-Corruption Clinic in Beciq, Montenegro, on September 24–26. MPs Milva Ekonomi, Antoneta Dhima and Kliti Hoti represented the Parliament.
The National Democratic Institute organised the event with the Parliament of Montenegro. The meeting brought together MPs and parliamentary staff from across the Western Balkans. Its theme focused on strengthening parliamentary integrity in the region.
Participants exchanged experience on parliamentary integrity and anti-corruption mechanisms. They also discussed challenges linked to European integration. The programme covered practical exercises to identify weaknesses, methods to make legislation resistant to corruption and parliamentary oversight of anti-corruption frameworks. It also addressed post-legislative scrutiny and parliamentary codes of ethics.
The Albanian delegation presented recent developments in integrity and anti-corruption legislation. It also outlined relevant institutions, strategic plans and parliamentary measures on post-legislative scrutiny and corruption-proofing. Ekonomi presented legislation adopted under recommendations from the Group of States against Corruption. She highlighted the new conflict-of-interest law, lobbying legislation and the two methodologies.
Dhima focused on the Code of Conduct for MPs and challenges in applying it. She stressed clear and equally enforceable rules, confidential advice, regular training and monitoring mechanisms. Hoti discussed disciplinary procedures and their impact on MPs’ mandates. He called for periodic reviews of the Code of Conduct and a balance between accountability, conduct standards and the effective exercise of parliamentary mandates.
The meeting concluded with an exchange of ideas and plans among the parliaments of Montenegro, Albania, Kosova and North Macedonia. Participants also identified further steps to strengthen regional cooperation on parliamentary integrity and anti-corruption measures.
