Finance Minister Petrit Malaj met with the International Monetary Fund (IMF) mission assessing public investment efficiency (PIMA), led by Ian Hawkesworth. The meeting focused on the IMF’s findings and assessment of Albania’s public investment efficiency. The IMF plans to publish the full report soon. During the meeting, participants highlighted Albania’s progress in planning and managing public investments in recent years.
Public investment has accounted for around 6.5% of GDP in recent years. The level is expected to remain high as Albania advances its EU accession process. According to medium-term plans, Albania will continue investing in key sectors. These include transport, energy, digitalization and climate resilience.
Minister Malaj said the IMF assessment shows Albania is performing in line with EU countries and developed economies. He pointed to improvements in public investment planning and management. These improvements also extend to public financial management. They include stronger budget discipline and better allocation of funds. They also involve greater transparency and competition in public procurement.
“Public money is being invested better today,” Malaj said. He stressed that the IMF’s assessment confirms progress in Albania’s public investment management.
This progress matters because public investment directly affects essential services. These include infrastructure, healthcare and education. Malaj also stressed the need for transparent and competitive use of public funds. He said authorities must ensure that every Lek allocated delivers greater value for citizens.
The IMF assessment marks progress in this area. However, Malaj stressed that the work must continue. The government aims to further improve the planning and management of public investments. The Ministry of Finance will also continue its efforts to ensure more efficient use of public funds. The goal is to generate greater development, better services and more value for Albania.
