The Assembly of Kosova has approved in the first reading a bill amending the Law on Specialist Chambers. All 91 lawmakers who took part in the vote supported the bill. The legislation now requires a second reading for final approval.
Prime Minister Albin Kurti said Kosova needs functioning institutions to implement a state strategy for the Hague proceedings. He said the country needs a president and a stable government. Kurti also said victory would come through an appeal and called for organisation without party divisions. He is expected to meet Democratic Party of Kosova leader Bedri Hamza later today to discuss the election of a president. Meanwhile, Alliance for the Future of Kosova lawmaker Ramush Haradinaj called for the bill to pass both readings today.
Earlier, the Assembly’s Legislation Committee approved the Democratic Party of Kosova initiative with 9 votes in favour and none against. Democratic Party lawmaker Përparim Gruda said the bill does not require constitutional review by the Constitutional Chamber in The Hague. The Kosova government also cleared the way for the bill on Friday. It concluded that no legal obstacles prevent the Assembly from processing the legislation.
Meanwhile, protesters gathered outside the Assembly in support of the amendments. They remained there overnight and called on citizens to join the protest regardless of political affiliation. The protesters said the changes were necessary and urged lawmakers to support the initiative.
