Albania introduces new rules for electronic identity card delivery

Albania’s Council of Ministers has approved new rules governing the distribution of electronic identity cards to citizens. The decision amends the existing framework for Albanian citizens’ biometric identity documents.

The changes establish procedures for collecting cards, including at application offices in Albania and abroad. The responsible company may also designate other secure collection locations. Applicants must normally collect their cards in person, while new procedures will cover cases where physical or other objective circumstances prevent collection at designated offices.

Meanwhile, the decision sets rules for uncollected cards. The responsible authority must retain them for at least 12 months from production, but no later than December of the following year. After that deadline, it must record and destroy the uncollected documents in accordance with the law.

For applications submitted abroad, diplomatic and consular offices must send uncollected cards to the Ministry for Europe and Foreign Affairs within 12 months. The ministry will then transfer them to the responsible authority for destruction.

The Ministry of Interior and the company responsible for producing and distributing biometric documents will oversee implementation. The decision takes effect upon publication in the Official Gazette.
