Albania standardises state decoration ceremonies

The Council of Ministers has approved standard rules for ceremonies awarding orders and medals of the Republic of Albania. The rules follow international best practices and established protocol.

The decision aims to ensure consistency and solemnity in decoration ceremonies. It also seeks to uphold the dignity and prestige of state honours and ensure recipients receive appropriate treatment.

Meanwhile, ceremonies honouring military personnel and staff responsible for public order and security must follow the specific protocols applicable to their services.

The decision gives Albanian citizens holding Albanian state orders and medals precedence over foreign citizens holding similar honorary distinctions awarded by Albania. Decorations for military and civilian merit during wartime also take precedence over those awarded for service in peacetime.

The rules prohibit decoration ceremonies at political party headquarters, militant or proselytising organisations, and religious sites dedicated to liturgical services. They also specify dress codes, ceremony formats and protocol for presenting medals.

The decision establishes the following order of precedence for state decorations:

  1. Grand Collar of the Supreme Order of the Eagle
