Chancelor Merz in Montenegro: Regional cooperation essential for EU integration

German Chancellor Friedrich Merz has called on Western Balkan countries to strengthen regional cooperation and continue reforms for European Union membership. Speaking at the Berlin Process summit in Budva, Montenegro, he also stressed that violence must never be an option during protests.

Merz said EU enlargement must continue and bring tangible benefits to citizens. Germany and its European partners are ready to accelerate the process, but reforms must come from the countries seeking membership.

He highlighted progress over the Berlin Process’s 12 years, including free movement, investment, tourism, green policies and digital services. A common regional market would attract more investment and create economic opportunities, he said.

Merz also urged regional leaders to promote reconciliation and European values, warning against hate speech, polarisation and glorification of war criminals. He called for progress in the EU-mediated dialogue between Prishtina and Belgrade, saying the current situation was holding everyone back.

He stressed that a stable, peaceful and economically dynamic Western Balkans is important for the European Union’s future.
