Draft law seeks clearer rules for cryptoasset markets

Deputy Economy and Innovation Minister Martin Kajo presented a draft law on cryptoasset markets to the Assembly’s Committee on Europe and Foreign Affairs. The bill aims to align national legislation with the European Union’s Markets in Crypto-Assets Regulation, known as MiCA, and strengthen investor and consumer protection.

Although Albania adopted a legal framework for distributed ledger-based financial markets in 2020, Kajo said new financial products and services require updated rules. The draft law would improve transparency and establish safeguards for client assets, complaints and conflicts of interest.

It also sets requirements for service providers covering capital, governance, system security and supervision. The Financial Supervisory Authority and the Bank of Albania would oversee activities according to the type of cryptoasset involved. The bill also addresses market manipulation and insider trading.

In addition, the proposal provides procedures for recognising eligible operators authorised in the European Union. Kajo said the new framework would support a safer, more transparent digital financial market and advance European integration. Rapporteur Sara Mila welcomed the alignment with EU rules.
