The American Chamber of Commerce in Albania has urged the government to reconsider tax increases proposed in the 2027 fiscal package. It warned that the changes could raise business costs, discourage investment and weaken the country’s competitiveness.
The chamber said higher dividend tax, standard value-added tax and some reduced rates, alongside changes to employment income tax, could limit funds available for reinvestment. These measures could also affect employment, business expansion and consumer prices.
Although a reduced 6% value-added tax rate on basic food products aims to ease living costs, increases elsewhere could offset some of the benefits for households. The chamber called for an assessment of the overall impact on prices, purchasing power and family budgets.
It also urged the government to publish economic and social impact analyses before adopting the measures. As alternatives, it proposed broadening the tax base, reducing informality and improving public revenue collection.
The chamber called for meaningful consultation with businesses and reasonable transition periods. It said a fair, predictable and competitive tax system was essential to encourage investment and sustainable economic growth.
