Prime Minister Edi Rama presented a new reform on Monday called the “Merit Ladder,” aimed at ensuring that the most qualified individuals are recruited and promoted within the public administration hierarchy.
As part of the reform, Rama announced the creation of a national examination system that will allow candidates to compete for jobs in public administration. The examination will be conducted in cooperation with the Educational Services Centre.
According to the prime minister, candidates who successfully pass the exam will receive a certificate valid for four years, allowing them to compete for positions in public administration.
“A single national examination where candidates will demonstrate their knowledge. This test will be conducted together with the Educational Services Centre, which is adopting the Cambridge examination model. There will be equal standards, and everything will be carried out through technology. We will introduce this single national examination as the gateway to public administration. Those who pass successfully will receive a certificate valid for four years, enabling them to compete for relevant positions in public administration and creating a fairer and more reliable basis for competition.
Career advancement is another important aspect. There is much talk about meritocracy, but there are many shortcomings, and the widespread perception is that meritocracy does not exist. This reform will serve as a guarantee from the state that good work is recognized and that ability is the condition for moving up the career ladder,” Rama said.
The prime minister also emphasized that the reform includes the establishment, for the first time, of a ministry dedicated to public administration and good governance, which will be headed by Adea Pirdeni.
Rama said the goal is to bring public administration closer to citizens and ensure that public services are better aligned with their needs.
