Albania plans 5,000 battery collection points under new recycling system

Albania plans to establish around 5,000 collection points for portable batteries as part of a new national waste management system. The proposal also introduces digital battery passports and QR codes to improve tracking and recycling.

The Ministry of Environment has launched the draft decision for public consultation. It aims to regulate every stage of the battery life cycle, from production and market placement to collection, transport, treatment and recycling.

The plan also introduces a financing scheme based on contributions from manufacturers and importers. They will cover the costs of collecting and recycling used batteries, without direct state budget funding for these operations.

According to the draft, Albania placed around 7,423 tonnes of batteries on the market in 2026. This figure is expected to rise to 10,292 tonnes by 2035. Vehicle starter and lighting batteries account for the largest share, at 69% of the market. Portable batteries represent 16%, while industrial batteries make up 11%.

The establishment of the collection network will require an initial investment of between 250,000 and 350,000 euros. A further 130,000 to 162,500 euros will be needed for collection and transport equipment.

The new rules will also introduce requirements for carbon footprint reporting, recycled materials and battery labelling. In addition, digital battery passports will allow consumers and relevant authorities to access information through QR codes.

The annual operating costs of the system are expected to increase from around 700,000 euros in 2027 to 5.43 million euros by 2036.

Through this initiative, Albania aims to align its legislation with European Union regulations and strengthen the circular economy. The new framework will cover portable, industrial and vehicle batteries, including those used in electric cars and light transport vehicles.
