Government to allocate record ALL 30 billion for justice in 2027

Justice Minister Toni Gogu has presented the government’s draft justice budget for 2027 to the Assembly’s Law Committee. The plan allocates around ALL 30 billion to the justice system, the highest amount to date. Gogu said the funding aims to bring justice closer to citizens.

The draft allocates ALL 29.95 billion to the Justice Ministry and justice institutions. It provides for higher magistrates’ salaries, more magistrates and support staff to reduce court backlogs. The ministry also plans 10 new free legal aid offices in 2027, with 5 opening this December in Kamëz, Kruja, Librazhd, Bulqizë and Rrëshen. Five more will open next year in Divjaka, Mallakastër, Gramsh, Devoll and Malësi e Madhe.

Plans include a justice complex in Tirana and the opening of the Mëzez centre for the education and rehabilitation of minors in conflict with the law. The centre will train around 500 professionals annually. Probation Service funding will rise by 66%, from ALL 255 million to ALL 424 million, while electronic monitoring will begin in March.

Construction of a compulsory treatment hospital in Shën Koll, Lezha, is due to start in January, with ALL 250 million allocated for 2027. The Property Treatment Agency also aims to compensate 2,366 families still awaiting payments for informal properties. Opposition lawmakers did not attend the committee meeting.
