Justice Minister Toni Gogu presented a new approach to handling minors in conflict with the law, focusing on restorative justice as an alternative to traditional punishment.
Speaking to social science students, Gogu emphasized that a criminal act is not just a law violation—it causes real harm to people and the community.
“A minor who only faces punishment may return to wrongdoing. A minor who faces consequences and receives support to change has a real chance to stay on the right path,” he said.
The minister highlighted that Albania has a modern legal framework under the Juvenile Criminal Justice Code, but the main challenge remains consistent, practical implementation across the country.
Gogu called for closer cooperation between the justice system, schools, families, and communities, stressing that restorative justice must work not only as a legal procedure but also as a social mechanism.
“Justice is not only about punishment. It is the ability to repair harm and give someone a second chance,” he concluded.
