Rama: Legal Aid Offices in Municipalities to Assist Citizens with Legalizations

Prime Minister Edi Rama, during a meeting with mayors, stated that the next steps related to a project aimed at supporting local government are a primary focus.

Rama also underlined that a key element of the work plan is maximum engagement in the legalization process. He said that, in cooperation with each municipality, plans will be developed and priority areas for legalization will be identified.

He called for the establishment of legal aid offices within municipalities to assist citizens with cadastral issues, which would help facilitate applications.

“The Cadastre, in cooperation with every municipality—but this requires your commitment—must develop priority legalization plans. This is to streamline the process and make it fairer and more transparent for applicants, by establishing a system where those who applied earlier are the first to receive responses, as well as by defining priority areas. We need more coordinated and joint work. It is essential that municipalities open legal aid offices for cadastre-related services. There are many complaints about the cadastre, but many of them stem from applications not being completed properly in accordance with the law. There is no issue with municipalities opening dedicated legal aid offices for cadastre and legalization services. This will greatly facilitate citizens in understanding how the legalization process works. The Minister of Local Government will oversee this,” Rama said.
