35 million euros allocated to modernize electricity network and substations in Shëngjin, Shkodër and Fushë-Kruja

TIRANA, April 8 – Albania secured a 35 million euro soft loan to upgrade its electricity network in the north. The Parliamentary Committee on Legal Affairs and Public Administration approved the funding agreement today with Cassa Depositi e Prestiti S.p.A.

Deputy Minister of Infrastructure and Energy, Edona Bilali, said the project will modernize key substations in Shëngjin, Shkodër, and Fushë-Kruja. The work will improve electricity supply, increase network safety, reduce outages, and cut technical losses. Workers will also install remote control systems for substations in Shkodër County.

The project will proceed in two phases. The preparatory phase covers feasibility studies and investment planning. It will finish by December 2027. The implementation phase covers construction and on-site supervision and will continue until December 2033.

Bilali explained that the program aims to strengthen electricity supply in urban areas, including Shëngjin and Fushë-Kruja. It will improve SAIDI and SAIFI performance indicators. The project will rebuild old infrastructure and build new medium- and low-voltage distribution lines according to European standards.

Officials added that the initiative will support private sector growth and boost interconnectivity. It will also help Albania integrate into the European Union. The project aims to improve the business climate and raise living standards in Durrës, Lezha, and Shkodër counties.
