Minister of Education Mirela Kumbaro presented in Parliament a draft law to create the National Agency for Education Services. The reform aims to transform how education services are delivered to citizens.
She said the reform is the result of work and reflection that started in 2019. The new agency will be supported by the Assessment Center of the University of Cambridge. It will assist with technology development and long-term training programs.
Kumbaro explained that the current system handles around 158,000 services per year. She said many of these services are sensitive and time-critical, such as diploma recognition, which directly affects employment and studies.
She noted that the current institution faces limits in technology, logistics, and staff capacity. The reform will improve service quality, strengthen institutional capacity, and increase public trust.
Kumbaro also said the reform fulfills requirements under EU accession Chapter 26. She added that the agency will be supervised by the Ministry of Education. A governing council led by the minister will manage key decisions, including budget, salaries, and service fees, which will also require approval by the Council of Ministers.
