Justice institutions agree on unified statistics system

TIRANA, April 27 – Justice institutions signed an agreement to standardise statistics across the justice system. The Ministry of Justice, judicial and prosecutorial bodies, the Prosecutor General’s Office, the High Inspectorate of Justice, and the School of Magistrates took part. The EU Delegation in Albania attended the signing.

Justice Minister Toni Gogu said the system has lacked a unified method for collecting and interpreting data. He said the same case appears differently across institutions. He warned that this weakens analysis and decision-making. He added that the agreement does not introduce a new reform but builds a common foundation for existing reforms. He also said standardised data will allow clearer comparison between courts and prosecution offices, while identifying delays and bottlenecks in the system.

Meanwhile, Gogu said the Ministry of Justice fully respects the independence of justice institutions. He said the ministry will support a shared technical framework for data. He linked the agreement to citizens, saying it aims to improve the speed and quality of justice services. In addition, he said the reform supports EU integration, where measurable and comparable data remains essential for assessing progress.
