No sustainable backlog reduction without fully staffed courts, says Supreme Court head

TIRANA, April 28 – Supreme Court President Sokol Sadushi took part in a joint meeting of the High Judicial Council and the High Prosecutorial Council focused on the ethical and professional evaluation of magistrates and measures to reduce the backlog.

Sadushi said the evaluation process is not a formal procedure. He described it as a key mechanism for meritocracy, career development and the functioning of the justice system.

He said timely evaluations directly affect appointments, promotions, transfers and delegations of magistrates. Delays, he added, hinder the filling of vacancies and affect the work of courts and prosecution offices. They also slow efforts to reduce the backlog.

Sadushi said justice reform aimed not only to create new institutions. It also aimed to change how the system governs, promotes, supervises and holds itself accountable. He stressed that new institutions must not repeat past weaknesses.

He also highlighted delays in filling two vacancies at the Supreme Court. He said an understaffed court loses decision-making capacity and struggles to maintain the pace of backlog reduction.

In conclusion, Sadushi called on the High Judicial Council and the High Prosecutorial Council to treat evaluations as a strategic priority. He urged a concrete action plan with clear deadlines, measurable targets, defined responsibilities and regular public reporting.
