Tax relief, social security deal and record foreign investment highlighted by Finance Minister

TIRANA, April 29 – Finance Minister Petrit Malaj presented three key developments following the government meeting, focusing on fiscal reforms, international agreements, and foreign investment growth.

He said the process of debt cancellation and fiscal reconciliation will begin within May. He explained that secondary legislation is in its final stage. He added that the government will soon publish the relevant guidelines for fiscal reporting and debt write-off procedures.

Malaj stated that the government discussed the measures with international partners. He confirmed that the legal framework will be completed within May. He also said the implementation will follow the provisions of the law. He described the measure as a relief for citizens and businesses, allowing them to clear accumulated obligations.

Meanwhile, Albania ratified a social security agreement with Poland. Malaj said this brings the total number of such agreements to 21 with countries hosting Albanian diaspora communities. He added that it marks the 10th agreement with European Union member states.

He explained that the agreement aims to support Albanian citizens living and working abroad. He also said the government continues efforts to expand similar agreements with other countries where the diaspora is present.

At the same time, discussions with Greece remain ongoing. Malaj said negotiations are intensive due to the size of the Albanian community there. He expressed confidence that both sides will reach an agreement, while noting that several sensitive issues remain under discussion.

In addition, Malaj reported record levels of foreign direct investment in Albania. He said foreign investment reached 1.6 billion euros in the first nine months of 2025.

He also referred to the trilateral Albania–Greece–United States energy agreement signed in Tirana. He said large-scale investments under such frameworks add to existing foreign investment flows in the country.
