TIRANA, May 5 – The Committee on Foreign Affairs of the European Parliament has welcomed Albania’s progress in accession talks with the European Union. It also stressed that full implementation of reforms remains essential.
In a report adopted with 58 votes in favour, 7 against, and 7 abstentions, Members of the European Parliament (MEPs) praised Albania’s strong commitment to European integration. Rapid progress in recent years also received recognition. Authorities, in parallel, received a call to ensure full implementation of adopted legislation.
However, the report identified several ongoing challenges. Political polarisation remains a key concern. Weak political culture also persists. In addition, the text highlights the need to strengthen the rule of law and anti-corruption reforms.
Meanwhile, Albania’s goal to close accession negotiations by the end of 2027 received attention. The report warned that reform quality will determine the timeline for European Union membership.
On the rule of law and judiciary, ongoing judicial reform received support. Political pressure and threats, however, still affect the judiciary. Judicial independence therefore remains under risk, according to the assessment.
Furthermore, corruption continues to raise concern. The report called for stronger results in investigations, prosecutions, and final convictions. High-level corruption cases received particular focus. Organised crime, including money laundering and drug trafficking, also requires stronger action.
On media and governance, the report called for stronger protection of freedom of expression and media pluralism. Public administration reform also requires acceleration. Merit-based recruitment and de-politicisation of the civil service received additional emphasis.
Meanwhile, alignment with the European Union Common Foreign and Security Policy drew positive assessment. Regional stability efforts also received praise. The European Union Growth Plan for the Western Balkans featured in the report, alongside structural weaknesses such as a difficult business environment and the need for stronger social dialogue.
Rapporteur Andreas Schieder described Albania as a frontrunner in the accession process. The 2027 target, he said, remains realistic. Social policy, labour rights, and trade unions must also be strengthened, he added, to ensure a functioning social system before European Union membership.
