Agreement signed to establish National Education Services Agency

TIRANA, May 6 – The Ministry of Education and the Albanian-American Development Foundation (AADF) signed a cooperation agreement today to establish the National Education Services Agency. The agreement aims to transform the institution responsible for national examinations and key education services into a modern and autonomous body aligned with international standards.

The ceremony took place in the presence of Prime Minister Edi Rama, Minister Mirela Kumbaro, AADF Board Chairman Michael Granoff, and international experts from Cambridge University Press & Assessment.

Meanwhile, Minister Kumbaro said the initiative introduces a new approach to reform education services and align them with digital developments. She stated that the current system handles around 158,000 services per year and requires a more modern structure to respond to growing demands.

At the same time, Kumbaro explained that the new agency will improve service quality and strengthen alignment with international standards. She also said that Parliament approved the legal framework for the agency two weeks ago.

In addition, she highlighted AADF’s role in supporting education reforms in Albania since 2009. She referred to scholarship programmes, the School of Directors, diaspora initiatives, and other projects focused on higher education and research.

Separately, Kumbaro said cooperation with Cambridge Assessment has supported the analysis of system challenges, including test quality, data use, and examination administration standards. She added that investments in technology, logistics, and security systems will form part of the new infrastructure.

The agreement also introduces a new phase of institutional cooperation. International expertise will support capacity building and process optimisation. This aims to strengthen transparency, efficiency, and trust in the national assessment system.

Finally, the project includes new premises for the agency. The planned facility covers around 3,500 square metres and is designed to meet international standards for testing and evaluation processes.
