The Parliamentary Committee on Agriculture, Food, and Rural Development approved a financial agreement with the European Investment Bank (EIB) for the “Porta e Alpeve” infrastructure project.
The agreement provides a €50 million loan from the EIB to support infrastructure development in northern Albania.
Deputy Minister of Finance Endrit Yzeiraj presented the project’s objectives and components during the session.
He said the investment aims to improve living conditions in northern communities through sustainable tourism, better mobility, and upgraded public infrastructure.
“Porta e Alpeve” represents a strategic development initiative that connects the Albanian Alps with the Adriatic coast.
It links key areas such as Shkodër, Lake Shkodër, the Buna River, Velipoja, and Shëngjin.
The project includes urban regeneration, improved territorial access, and sustainable transport development.
It also foresees new public tourism products, such as cycling paths and cultural infrastructure in Shkodër.
In addition, the EIB financing covers 50% of the total project cost, while the remaining funding comes from the state budget and other sources.
The total project value reaches €100 million.
The implementation period lasts five years after the financing agreement enters into force.
The Ministry of Finance and the Albanian Development Fund are responsible for executing the project.
Finally, officials state that the project supports national priorities for sustainable development, job creation, and stronger local economies in northern Albania.
