Albania Signs Agreement to Create National Agency for Educational Services

The Ministry of Education and the Albanian-American Development Foundation (AADF) signed an agreement in Tirana to establish the National Agency for Educational Services.

The initiative aims to transform the current education services administration into a modern, autonomous institution aligned with international standards.

The ceremony was attended by Prime Minister Edi Rama, Minister Mirela Kumbaro, AADF Board Chair Michael Granoff, and international experts from Cambridge University Press & Assessment.

Kumbaro said the reform is a response to the need for a more digital and modern education system.

She said the current system handles around 158,000 services per year and requires stronger standardization and transparency.

She added that the new agency will improve quality, accountability, and alignment with international practices.

The government and AADF have worked together since 2009 on several education projects, including scholarships and institutional development.

The reform also benefits from expertise provided by Cambridge Assessment, which has analyzed testing quality and system performance.

Officials said the new agency will improve exam administration, data use, and security systems.

The project also includes a new 3,500 m² modern facility designed to meet international testing standards.

The reform marks a new phase in Albania’s efforts to strengthen its education system and public services.
