TIRANA, May 8 – National tax revenues in January–March 2026 reached 11.5 billion ALL. They achieved 97.6% of the planned target for the first quarter, the Ministry of Finance said. The report on fiscal indicators showed revenues from this category stood around 500 million ALL lower than the same period in 2025. It also showed performance at 2.4% below the plan for the first three months of 2026.
The ministry set national tax revenues at around 49.5 billion ALL for the full year 2026. In 2025, revenues reached 47 billion ALL. This reflects a projected increase of 5.3% for 2026. The official document said several fiscal measures will support this increase.
It included around 2 billion ALL from measures linked to gambling legislation. It also included the carbon tax schedule, which rises from 3 ALL/kg to 4.5 ALL/kg in July 2026. The Ministry of Finance estimated this change will bring around 70 million ALL from the carbon tax and around 14 million ALL from import VAT in the second half of 2026. It also included around 413 million ALL from the fiscal amnesty law.
