PM Rama: “EU4Municipalities II” a strategic EU investment in local governance modernisation

TIRANA, May 8 – Prime Minister Edi Rama attended today in Durrës the official launch of the “EU4Municipalities II” programme. The initiative aims to strengthen local government and support Albania’s path toward the European Union.

The programme will support municipalities through concrete investments. It also aims to strengthen institutional capacities and modernise services for citizens. Rama described the initiative as a strategic European Union investment for Albania’s future EU membership.

According to him, the programme connects directly with the modernisation of local institutions. He also stressed the importance of increasing human capacities at municipal level. Rama said human resources remain among the country’s biggest challenges today and in the coming years.

At the same time, the prime minister described EU membership as both an opportunity and a major challenge, especially for local government. He noted that strong local governance remains an essential part of relations between the European Union and member states.

A considerable share of EU support, he added, depends on the ability of municipalities to absorb and manage funds effectively. In this context, Rama described the programme as a key instrument for all municipalities across the country.

Meanwhile, he said the value of the initiative goes beyond the initial 11 million euros. Rama noted that the structure of the programme should encourage municipalities to engage fully and benefit from its support mechanisms.

In addition, the prime minister expressed confidence that the programme will strengthen local governance in Albania. He highlighted the support of German partners from GIZ. Rama also praised the minister responsible for local government, referring to his previous experience as mayor.
