Regional conference in Tirana on inclusive governance in rural and mountain areas

Representatives from Albania, Italy, and Portugal gather in Tirana and discuss inclusive governance in rural and mountain areas. They exchange experiences and share best practices on civic engagement and democratic participation. The conference “Mountain Voices for Engaged and Sustainable Democracy” (MOVES) takes place in Tirana and brings together local and international actors. “People in Focus” organizes the event and the European Union funds it through the CERV programme.

Armelia Barci opens the conference and presents the goals of the MOVES project. She stresses the need for stronger democratic participation and closer cooperation between communities and institutions. Local officials, civil society actors, and researchers join the first panel and share practices on local governance and civic engagement. Angelo Mattoccia speaks at the panel and presents environmental initiatives from Pofi in Italy’s Lazio region. He highlights the role of municipalities in encouraging active citizen participation.

Participants discuss governance models and promote transparency and inclusion. They strengthen cooperation between institutions and local communities and focus on participatory governance for sustainable development. The second panel focuses on mountain communities and rural development challenges. Chiara Mirabella presents EU-funded work and stresses the importance of local participation in shaping sustainable regions.

Participants address key challenges such as depopulation, limited access to services, and weak institutional capacity. They call for community-led solutions and stronger territorial policies. They share European experiences and exchange practices on civic engagement and local governance. The conference runs as a transnational platform that combines panels, presentations, and workshops. The MOVES project continues with training activities and develops practical models for Albania, Italy, and Portugal.
