Tax Authorities and IMF Discuss Implementation of Fiscal Peace Measures

Albania’s tax administration met experts from the International Monetary Fund to discuss the implementation of the “Fiscal Peace” package.

General Tax Director Ilir Binaj led the meeting in Tirana.

The sides reviewed progress on tax reforms. They also discussed the EU Growth Plan, TADAT standards and debt management measures.

Officials stressed the need to modernize the tax administration. They called for stronger economic formalization and higher transparency. The meetings with IMF experts will continue in the coming months.

The government approved implementation guidelines for the Fiscal Peace laws on May 15. Under the law, unpaid tax debts until December 31, 2014 will be fully erased. Fines and interest payments will also be removed.

For debts from 2015 to 2019, taxpayers can benefit from partial debt reductions if they respect payment deadlines. For the 2020–2024 period, authorities will remove fines and interest if taxpayers fully pay the principal amount.

The law also removes penalties for late declarations submitted before the June 30, 2026 deadline. Authorities excluded subjects convicted or under investigation for tax or customs crimes.

The Tax Administration urged taxpayers to check obligations through the “e-Filing” system and follow all deadlines.
