German Ambassador Bergner: Justice reform is key for public expectations and EU integration

TIRANA, May 28 – The Centre for the Study of Democracy and Governance and the German Embassy in Albania held a discussion table with experts on justice reform and public perception. The focus was progress in the reform and citizens’ expectations.

German Ambassador Karl Bergner said Albanian institutions have made progress in the EU integration process. He added that European Union support continues, but depends on concrete results in key rule of law areas. Bergner welcomed progress in Chapters 23 and 24 and referred to the approval of interim benchmarks (IBAR), saying this reflects recognition of the work carried out so far. He also underlined that Cluster 1 remains central in Brussels discussions. The cluster covers good governance, the fight against corruption and organised crime, and the strengthening of the rule of law. He described these as preconditions for further progress.

Meanwhile, the study on public perception of justice reform was presented during the event. Organisers said it aims to show how citizens assess the functioning of the justice system and public services. Ambassador Bergner said it offers a scientific approach to citizens, whom he described as “clients” of public services in a modern democratic state. He stressed the need to understand expectations in education, justice, and infrastructure. He added that the study identifies trends in public perception and can support institutional improvement.

Finally, participants noted that the Ministry of Justice aims to fully implement justice reform. They linked this not only to EU accession but also to citizens’ expectations and public service quality.
