Hoxha: Albania Ranks First in Western Balkans for Reform Quality under EU Growth Plan

Minister for Europe and Foreign Affairs Ferit Hoxha stated in Parliament that Albania leads the Western Balkans in implementing reforms under the EU Growth Plan.

First, he said the government views the EU Growth Plan and the National Reform Agenda as real opportunities to modernize the state and accelerate EU integration.

In addition, Hoxha emphasized that Albania’s results are the strongest in the region. He said this assessment comes directly from the European Commission.

According to him, Albania ranks first in three key areas: the quality and coherence of the reform agenda, the number of implemented measures, and the level of disbursed EU funds.

“This is not our assessment. It is the assessment of the European Commission,” Hoxha said.

Moreover, he described these results as proof of institutional seriousness and administrative capacity to manage complex EU instruments.

In detail, Hoxha said the European Commission recently made €49 million available to Albania on May 20, 2026. This payment represents the third disbursement request and reflects progress in reforms related to business competitiveness and innovation.

Furthermore, he provided comparative data for the region. Albania has completed 33 reform steps, Montenegro 32, and North Macedonia 22.

At the same time, Albania has received a total of €212.8 million in disbursements under the instrument. Montenegro has received €89.3 million, while North Macedonia has received €142.1 million.

Finally, Hoxha said Albania’s total allocation under the EU Growth Plan for 2024–2027 amounts to €922 million. He concluded that these results demonstrate strong progress in EU integration and reform delivery.
