No approved project exists yet for the Zvërnec investment, Minister for Europe and Foreign Affairs Ferit Hoxha said on Thursday. He added that authorities will carry out a full environmental impact assessment before any decision.
Speaking to journalists from EU member states, Hoxha said institutions continue preparatory work. He also said they share all available information with international partners.
“We do not have an approved project,” Hoxha said. “Work is ongoing to design it.”
He stressed that the process remains in its early phase. Therefore, no final conclusions can be drawn.
Hoxha said the government receives input from international experts and technical teams. He confirmed that design work continues, but no final document exists yet.
Furthermore, he said authorities will conduct a full environmental impact assessment. He said they will apply this process under Albanian law and international obligations.
“We will carry out a full environmental impact assessment for the future project,” he said. “We will follow our legislation and commitments.”
He added that the government will balance development with environmental protection. At the same time, he said state institutions will enforce rules and standards.
“We will find the best balance between development and environmental protection,” Hoxha said.
He noted that a private investor will develop the project on private land. Therefore, he said the government will not design the project but will regulate it.
“A private investor develops the project on private land,” he said. “The government enforces the rules.”
Finally, Hoxha urged patience and warned against premature judgments.
“We should wait for the final process before we judge,” he said.
