Foreign investment screening mechanism to strengthen economic security

TIRANA, June 15 – Economy and Innovation Minister Delina Ibrahimaj attended the “Albania’s Foreign Direct Investment Screening Framework” event, organized by AmCham Albania in cooperation with the Center for International Private Enterprise.

The event brought together representatives of state institutions, the business community, domestic and foreign investors, international organizations, diplomats and experts. Participants presented Albania’s new Foreign Direct Investment Screening Framework. The mechanism aims to strengthen economic security and protect strategic sectors.

Ibrahimaj said institutions worked on the mechanism for more than two years with international partners. She added that the framework aligns with European Union standards and supports Albania’s integration process. According to the minister, the mechanism strengthens transparency and protects the country’s strategic interests.

At the same time, Ibrahimaj stressed that the framework does not create barriers for investors. She said the mechanism follows practices already applied in European Union countries and other developed economies. The minister added that it provides greater security, transparency and predictability for investors.

Meanwhile, United States Chargé d’Affaires Nancy VanHorn described the framework as an important development. She said the mechanism demonstrates that Albania remains open to investment while protecting national interests and meeting international standards. VanHorn noted that investors seek clear rules, fair competition and protection of strategic sectors.

Ibrahimaj also highlighted the performance of the Albanian economy. She said foreign direct investment exceeded 1.6 billion euros last year. According to the minister, such investments support economic growth and encourage the transfer of technology, management standards and business expertise.
