Finance Ministry: Revenue exceeds plan by 34.3 billion ALL in January-May 2026, public investment rises

TIRANA, June 17 – Albania collected 340.5 billion ALL in total revenue during January-May 2026. The figure exceeded the period plan by 5.3%, according to the Finance Ministry. Revenue rose by 11.2% compared with the same period in 2025. The state budget recorded an additional 34.3 billion ALL.

Tax and Customs administrations collected 215.5 billion ALL. The amount increased by 12.1 billion ALL, or 5.9%, from a year earlier. It also exceeded the five-month plan by 1.9%.

Tax revenue reached 120.3 billion ALL. It surpassed the plan by 5.1%. Net VAT stood at 35.8 billion ALL, or 117.2% of the target. Authorities issued 6 billion ALL in refunds during the period. Personal income tax generated 40.2 billion ALL. It increased by 18.1% from January-May 2025. It also exceeded the plan by 15.8%. Profit tax reached 26.6 billion ALL, or 86% of the target. National taxes totaled 17.6 billion ALL, or 96.9% of the plan.

Customs revenue reached 95.2 billion ALL. It rose by 2.7% compared with 2025. It also reached 98.2% of the target. Import VAT stood at 64.2 billion ALL. Excise duties reached 26.3 billion ALL. Customs duties totaled 4 billion ALL. Mining royalties on exports stood at 732 million ALL.

Special Funds revenue reached 82.9 billion ALL. It exceeded the planned 80.7 billion ALL. It rose by 12.8%, or 9.4 billion ALL, from a year earlier.

Public spending reached 286.8 billion ALL. It accounted for 96.8% of the period plan. The figure increased by 7.4%, or 19.7 billion ALL, compared with the same period in 2025. Current expenditure reached 260.9 billion ALL. Capital expenditure stood at 25.9 billion ALL.

Public investment increased by 9.4%, or 2.2 billion ALL, from a year earlier. It exceeded the five-month target by 3%.
