Albania Signs Energy Agreement with ENI to Study National Oil and Gas Capacity

Albania and Italy signed a memorandum of understanding in Tirana to strengthen cooperation in the energy sector. The agreement focuses on improving energy security and developing strategic hydrocarbon supply capacities.

Prime Minister Edi Rama, Economy Minister Delina Ibrahimaj, Infrastructure and Energy Minister Enea Karakaçi, and senior Italian representatives attended the signing ceremony.

Ibrahimaj, Karakaçi, and ENI CEO Claudio Descalzi signed the agreement.

According to Ibrahimaj, the deal marks an important step toward strengthening Albania’s energy and economic security. In addition, the agreement with ENI S.p.A. will support a feasibility study on creating national oil and gas supply and storage capacities.

The project aims to improve supply security, support economic growth, and strengthen Albania’s role in the region. Furthermore, the government sees the energy sector not only as a strategic necessity but also as a driver of economic development and competitiveness.

Ibrahimaj stated that the study will assess how Albania’s oil resources can generate greater value for the economy. As a result, revenues from the sector could be reinvested to support national development.

Moreover, the government aims to position Albania as a regional hub for energy storage, logistics, and trading. This strategy could create positive effects in sectors such as ports and transportation.

A joint working group will begin its work immediately after the agreement. Over the next three months, it will conduct technical, legal, and financial assessments. Subsequently, the group will prepare a structured business plan for a company designed to meet domestic market needs.

Finally, Ibrahimaj said the long-term goal is to establish a profitable state-owned company that uses national capacities efficiently while increasing revenues for the Albanian economy.

The memorandum represents another step in strengthening the strategic partnership between Albania and Italy at a time when energy security and diversification remain key regional priorities.
