Kosovo Appoints First Female Defence Attaché to Albania

Kosovo has appointed Lieutenant Colonel Fatbardha Osaj as its new Defence Attaché to Albania. She officially assumed her post in Tirana, becoming the first woman to hold this position.

The Ministry of Defence of Kosovo described the appointment as an important institutional milestone. It said the decision reflects the ministry’s commitment to professionalism, merit-based appointments, and gender equality in international representation.

Osaj’s appointment also aims to strengthen defence cooperation between Kosovo and Albania while enhancing Kosovo’s presence in diplomatic missions abroad.

Under Kosovo’s regulations, a Defence Attaché coordinates military and defence cooperation with the host country. The position also carries diplomatic immunity and the diplomatic rank of Minister Counsellor.

In addition, the Defence Attaché reports to the head of the diplomatic mission on organizational matters. For operational, administrative, financial, and military issues, the attaché is accountable to the Minister of Defence and the Commander of the Kosovo Security Force.

The regulations also allow the Defence Attaché to be supported by locally hired civilian staff, subject to approval by the Ministry of Defence and in accordance with the procedures of the Ministry of Foreign Affairs and Diaspora.
