PM Rama: Zvërnec investment to create 10,000 jobs as Vlora Bay naval base deal strengthens maritime industry cooperation

TIRANA, June 30 – Prime Minister Edi Rama said foreign investment drives jobs and economic growth in Albania. He said the Zvërnec project alone will create 10,000 jobs.

Speaking in Pashaliman, Vlora, Rama attended the signing of a cooperation memorandum between Italy’s “Fincantieri”, Albania’s “Kayo”, and the “Pavarësia” industrial school. The agreement links vocational training with employment in the maritime industry. According to Rama, the partnership opens new opportunities for young professionals and skilled workers.

Meanwhile, he said foreign investment creates careers rather than replaces Albanian workers. He added that projects such as Zvërnec expand employment across tourism and industry, with young people from Vlora and other regions expected to benefit first. At the same time, he said the investment depends on qualified labour instead of low-cost wages. He noted that Albania faces workforce challenges similar to those in other Mediterranean countries.

Turning to the broader economy, Rama said Albania has expanded from an economy of less than 10 billion euros to more than 27 billion euros and now aims to reach 35 billion euros. He said sustained foreign investment remains essential to achieving that goal.

He also described the Fincantieri–Kayo partnership as a milestone for Albania’s maritime industry. The project connects education, training, and production while strengthening cooperation with Italy. In addition, it creates 500 jobs and allows students from the “Pavarësia” industrial school to receive training in Italy. Rama said the initiative supports vocational education and regional development in Vlora.
