Administrative reform, essential step for EU integration, draft law aims to strengthen autonomy of agencies

TIRANA, July 2 – Minister of State for Public Administration and Anti-Corruption Adea Pirdeni presented a draft law on the organisation and functioning of the state administration, calling it a key milestone in public sector reform and Albania’s EU integration process.

Pirdeni described the initiative as the result of two years of work with experts and stakeholder groups. She said the draft law also reflects commitments stemming from the latest intergovernmental conference with the European Union, which sets concrete obligations for Albania in the negotiation process.

She said public administration reform remains a horizontal condition for advancing across all EU negotiation chapters. Pirdeni underlined that the new legal framework aims to modernise state structures, strengthen accountability and improve administrative efficiency.

The minister said the reform simplifies non-ministerial institutions into two categories: subordinate institutions and autonomous agencies. She said the goal is to ensure functional independence for autonomous agencies in line with European standards, alongside a clear system for measuring institutional performance.

Pirdeni also said the reform strengthens the role of general directors as key decision-making levels within ministries, except in cases where the law assigns decisions to ministers or secretaries general. She said the changes aim to decentralise competences while maintaining a strong hierarchical control system across public administration.
