Budget transparency improves, British Embassy highlights Albania’s progress

TIRANA, July 15 – Albania scored 64 out of 100 in the 2025 Open Budget Survey, ranking above the global transparency benchmark of 60 points and above the regional average.

The British Embassy in Tirana, which shared the findings, said the result reflects steady progress since 2021. It highlighted the first publication of the Citizens Budget as a key achievement. The document makes fiscal information more accessible and easier for the public to understand.

Meanwhile, the report shows Albania still ranks behind Croatia, Kosova, Montenegro, Serbia, North Macedonia and Bosnia and Herzegovina.

The embassy said budget transparency goes beyond publishing official documents. It also requires clear and detailed information that strengthens public accountability.

In addition, the report identifies several priority areas for further reform. These include fiscal risks, expenditure arrears and stronger links between budget allocations and public policy results.

The British Embassy said Albania continues to move towards higher standards of open governance. It added that transparency allows citizens and institutions to hold governments accountable through better access to public information. According to the embassy, Albania is on the right path, but further progress remains necessary.
