TIRANA, July 16 – Albania has submitted the third reporting cycle of its Reform Agenda to the European Commission under the Reform and Growth Facility (RGF).
The State Agency for Strategic Programming and Aid Coordination (SASPAC) submitted the report, which includes 38 reform measures across 5 policy areas.
Meanwhile, the Western Balkans Growth Plan, approved in May 2024, allows Albania to benefit from up to €922 million in grants and favourable loans for 2024–2027. The funds depend on the implementation of agreed reforms and aim to ensure transparency and accountability in the European integration process.
The third cycle includes 18 new reform measures and 20 consolidation steps. The measures cover the business environment, human capital, digitalisation, energy, green transition and the rule of law.
SASPAC reported that Albania completed 14 of 17 planned steps with a June 2026 deadline, reaching 82.4% implementation. The country also completed 4 steps scheduled for December 2026 ahead of time.
In addition, Albania completed all 10 consolidation steps planned for the June 2026 grace period. Another 10 steps from the December 2026 reporting period were also reported as completed.
SASPAC Director General and National Reform Agenda Coordinator Eridana Çano said the report demonstrates Albania’s continued commitment to reforms and its European path.
The European Commission’s positive assessment could unlock up to €215.4 million, including €100.2 million directly for the state budget and €115.2 million through the Western Balkans Investment Framework for strategic investments.
