Socialist Party MP Elisa Spiropali has made public the motion she submitted to the Socialist Party’s General Assembly, proposing the launch of a national dialogue on a “New Agreement for Albania.”
Spiropali said the document is not a personal initiative but an open proposal for discussion among all members of the Socialist Party. According to her, it was originally intended for internal party debate but was made public due to growing media interest.
The motion proposes the launch of a nationwide consultation process to draft a “New Agreement for Albania,” aimed at renewing the relationship between the state and its citizens while strengthening public trust in institutions.
A significant part of the proposal focuses on reforming the Socialist Party itself. Among its main objectives are transforming the SP into Albania’s most democratic political party, ensuring free, competitive, and regular internal elections at every organizational level, and establishing a clear separation between the party and the state. The document stresses that the public administration should serve the law and citizens rather than political cycles or individuals in power, describing this as an essential condition for a modern state and a credible democracy.
Regarding the country’s future, the motion outlines 12 key priorities, including strengthening democracy and Parliament, safeguarding an independent judiciary, fighting corruption, professionalizing the public administration, promoting fair competition in the economy, reforming education and healthcare, supporting a free media, and changing the electoral system.
The proposal advocates replacing the current electoral model with a nationwide proportional system featuring open lists, arguing that the system established under the 2008 political agreement no longer provides the level of representation and political competition the country requires.
In the conclusion of the motion, Spiropali invites citizens, institutions, and political parties to take part in the dialogue on the “New Agreement for Albania,” emphasizing that meaningful change must begin with the way political power is exercised and with reforms within the Socialist Party itself.
