Press freedom in Kosovo has entered a clear period of decline, according to a report by partner organizations of the Council of Europe’s Platform for the Protection of Journalism and Safety of Journalists.
The report links the decline to political interference, verbal attacks on journalists, and growing pressure on independent media. It says these trends have weakened media freedom and public trust.
The organizations acknowledge Kosovo’s diverse media landscape. They also note that physical attacks on journalists remain relatively rare. However, they warn that recent developments have created a more hostile climate.
The report highlights several concerns. It criticizes the law on the Independent Media Commission, which the Constitutional Court later ruled unconstitutional. It also raises concerns about funding and editorial independence at public broadcaster RTK. In addition, it points to a rise in verbal attacks and smear campaigns against journalists, especially by members of the ruling party.
The report says these developments have hurt Kosovo’s international standing. In the 2026 World Press Freedom Index by Reporters Without Borders, Kosovo ranks 84th out of 180 countries. That marks a drop of 28 places since 2023.
The organizations urge the next government to restore trust in democratic institutions. They also call for stronger safeguards for media independence.
The report raises concerns about journalists’ safety. Physical attacks have declined, but verbal threats and online harassment have increased. The Association of Journalists of Kosovo recorded 69 cases involving journalists and media outlets in 2025. Many included public intimidation, smear campaigns, and online abuse.
The report also criticizes limited transparency. Journalists say access to official information remains difficult. They also report few press conferences and limited communication with public officials.
Despite the criticism, the report notes some progress. It welcomes better cooperation with the judiciary. It also praises faster handling of cases involving journalists.
