TIRANA, July 24 – Prime Minister Edi Rama presented “Besa”, a document he described as the political and governing strategy for the government’s fourth term, during a joint meeting of the government and the Socialist Party parliamentary group.
Rama said recent protests should serve as a moment of reflection rather than confrontation. He described the document as a framework for improving communication between institutions and citizens. Meanwhile, he said the strategy aims to strengthen cooperation and public trust throughout the current mandate.
The prime minister also said public criticism reflects higher expectations for governance. He added that the government should work with citizens instead of viewing them as opponents. In addition, he said the document includes guidance for the Socialist Party on supporting this approach.
Rama said the fourth term would focus on rebuilding confidence between citizens and state institutions. He stated that development should take place with citizens and for citizens. He also said the long-term objective remains Albania’s European Union membership and the wider reforms linked to that process.
Earlier, Rama commented on the international attention received by the protests. He said several factors, including social media algorithms and foreign influence campaigns, amplified their global visibility. However, he also argued that the original environmental concerns of many participants later became overshadowed by other actors and narratives.
Rama concluded by describing “Renaissance 2.0” as the name of the next political phase, while presenting “Besa” as the method intended to guide it.
