Socialist Party parliamentary group leader Taulant Balla defended the fast-track approval of Albania’s defence agreement with the United States.
Balla said national interest and security needs justified the accelerated parliamentary review. He rejected opposition claims that lawmakers violated parliamentary deadlines. He said the Constitution defines when fast-track procedures cannot apply.
According to Balla, the $302 million agreement represents the largest US support package for Albania in recent decades. He said the deal will strengthen Albania’s defence capabilities and support the country’s NATO commitments.
Balla explained that authorities accelerated the procedure to avoid delays in implementing the agreement and starting fund disbursements. He said the first payments are expected in early September.
He added that the interest rate remains confidential because it is part of the agreement between Albania and the United States. Balla praised the government officials involved in negotiating the deal, calling it a historic agreement for Albania’s national security.
He also criticised the opposition boycott of the parliamentary vote, saying the decision was political and not related to procedures.
During his comments, Balla also discussed the Administrative-Territorial Reform. He said the special parliamentary commission is working according to schedule and will present final proposals in the next parliamentary session.
He stressed that the reform will focus not only on territorial changes but also on improving public services.
Balla said the government aims to provide better access to education, healthcare, infrastructure, and administrative services for all citizens, including those in rural areas.
He added that local offices will continue to provide services for citizens who cannot access online platforms.
