Electoral reform panel discusses measures on administrative resource use

TIRANA, July 28 – The Special Parliamentary Committee on Electoral Reform held a technical roundtable on preventing and addressing the use of administrative resources during election campaigns.

Committee Chair Damian Gjiknuri said the panel aims to prepare a legislative package before the end of the year. He noted that lawmakers extended the committee’s mandate until November. He also said the drafting process should build on the experience of European countries.

Meanwhile, Gjiknuri acknowledged that the issue has remained one of the main points of discussion between the ruling majority and the opposition. He said the committee has only a few months left to reach agreement on possible legal changes.

Co-Chair Oerd Bylykbashi described the use of administrative resources during elections as a major challenge for Albania’s electoral process. He called for stronger legal safeguards to address the issue.

In addition, Bylykbashi said electoral systems face significant pressure when public institutions become involved in political competition. He argued that lawmakers should consider the strongest measures allowed under the legal framework to protect electoral standards.

As a result, the committee will continue its technical discussions as it works toward a legislative package before the reform process concludes later this year.
