2,400 farmers apply for VAT refund, payments to start in August

TIRANA, July 28 – The General Director of Taxes, Ilir Binaj, said farmers are using the 10% VAT refund scheme without major problems. He expects applications to increase as the tax administration expands information campaigns and training sessions across the country.

At a joint press conference with Finance Minister Petrit Malaj and General Director of Customs Besmir Beja, Binaj presented the results of the first half of the year. He said around 100,000 farmers appear in the tax system. However, only 10,000 farmers have used self-invoicing. He estimated the refund potential at around €15 million, matching the budget forecast.

Meanwhile, tax officials are visiting several regions to help farmers apply. Binaj said the administration started training sessions in Lushnja after receiving around 1,500 applications from Lushnja and Fier. The campaign will later reach Shkodër, Berat, Korça and other regions.

In addition, Binaj said farmers can complete the application online through a phone or tablet. They do not need paper documents. Farmers select the invoice, and the system processes the request immediately.

However, some collectors need to update their economic activity codes. Binaj explained that outdated codes sometimes prevent the system from identifying collectors correctly.

So far, 2,400 farmers have applied. They have requested around €5.9 million in refunds. Binaj said the administration will start direct payments to farmers’ bank accounts in August.
