TIRANA, August 3 – Prime Minister Edi Rama responded today to objections over the Socialist Party’s proposed administrative and territorial reform. He described recent protests in several municipalities as a normal part of the public consultation process.
Rama said the draft remains under a 60-day legal consultation. He stressed that every citizen and institution has the right to express an opinion. Meanwhile, he noted that the law requires mayors and municipal councils to submit their positions in writing.
The prime minister described peaceful protests as legitimate. However, he said demonstrations must not block roads or prevent other citizens from carrying out their daily activities.
In addition, Rama rejected claims that the Socialist Party discourages internal debate. He said the party has not adopted, and will not adopt, any decision that limits members from expressing their views on the reform.
According to Rama, Parliament will make the final decision after the consultation period ends. Until then, the government will hear all stakeholders, including municipalities that seek changes to the current proposal or request the integration of smaller municipalities.
Earlier, Rama said the consultation period would also give authorities the opportunity to explain the reasoning behind the proposal. He added that the draft relies on objective criteria. He argued that historical reputation, events from ancient times, war casualties, or local traditions did not shape the proposal and cannot serve as criteria in the reform process.
