TIRANA, August 11 – Albania ranks first worldwide in the National Cyber Security Index (NCSI), with 98.33 points.
Prime Minister Edi Rama announced the ranking today. He said Albania has moved from being the target of one of the most serious cyber attacks against a NATO member to becoming a global leader in national cyber security capacity.
Rama linked the progress to the cyber attack on Albania’s digital infrastructure on July 15, 2022. He said the attack exposed weaknesses in the country’s cyber defences. Albania then began building a new protection architecture and strengthening professional capacity.
The country ranked 54th in 2023. It moved to 15th place in 2025. Rama attributed the progress to the development of the new cyber-defence architecture and close cooperation with Israeli partners.
He said Albania now ranks first in the world for the development of national cyber security capabilities. He also credited international partnerships and the use of advanced technology, including a proactive artificial intelligence model within a cyber-defence architecture.
Rama said cyber-attacks from Iran and other sources have continued. However, he said Albania has successfully prevented their impact.
He described the ranking as the result of sustained work rather than a sudden rise. He also stressed that Albania must continue strengthening its cyber defences, including in the private sector.
