TIRANA, September 3 – Finance Minister Petrit Malaj said magistrates’ salaries have not been blocked by the Ministry of Finance. He said the issue concerns the methodology used by the High Judicial Council and High Prosecutorial Council to prepare their August payrolls.
According to Malaj, the two institutions submitted the payrolls using a methodology different from the one currently in force. He has asked them to resubmit the August payrolls and payment orders using the methodology applied through July.
Malaj said the new salary changes cannot yet apply because Parliament has not approved the required legal amendments. He also cited Constitutional Court Decision No. 15 of February 17, 2026, saying its implementation requires legislative changes.
Meanwhile, other justice institutions have received their August salaries after submitting payrolls under the existing methodology.
Further, Malaj said the Treasury will process the payments without delay once the two councils submit corrected payrolls. He added that the Finance Ministry will implement the new salary framework after Parliament approves the amendments.
