Tirana Court Administration Boycotts Work Over Magistrates’ Salary Dispute

The administration of the Tirana Court boycotted work today. Employees protested after authorities failed to pay their August salaries.

Although court administration employees do not directly take part in the institutional dispute over magistrates’ salaries, the salary blockage has affected them directly.

Lawyer Arben Llangozi said in a social media post that the boycott could disrupt the court’s normal operations. He pointed out that the administration plays a key role in registering and managing cases, communicating legal acts, providing decisions and documents, and delivering other services to citizens and lawyers.

Meanwhile, the dispute began after Parliament failed to approve the new formula for magistrates’ salaries by the July 31 deadline. The Constitutional Court had previously set that deadline.

Following the decision, the High Judicial Council (KLGJ) and High Prosecutorial Council (KLP) moved to increase the reference salary for magistrates. They argued that the Constitutional Court’s decision required them to act. They set the basic reference salary at 222,000 lek and the qualification allowance at 14,000 lek.

However, the legal dispute has continued. Justice Minister Toni Gogu said Parliament must resolve the situation by filling the legal gap when the new parliamentary session begins.

Gogu explained that the problem stems from the lack of a legal basis for calculating magistrates’ salaries after the Constitutional Court’s ruling.

At the same time, court presidents will meet at the Supreme Court at 15:00 today. They are expected to discuss the salary dispute and its impact on the justice system.

Meanwhile, prosecution heads have also gathered today to discuss the blocked salaries.
