Prime Minister Edi Rama reacted after the Administrative Court issued a decision unblocking salaries for the Special Court against Corruption and Organized Crime (GJKKO) and the Durrës Court.
In a post on X, Rama criticized the speed with which, according to him, the court acted on the issue of judges’ salary increases without parliamentary approval. He stressed that “only the independent legislative branch can open the doors of the state treasury” and said Parliament would address the issue.
“If only the Administrative Court applied to every citizen or institution in difficulty the same lightning speed with which it apparently acted today to open the doors of the treasury for its own salary increases without Parliament’s approval, I believe every employed Albanian would be ready to give up half a month’s salary for the judges,” Rama wrote.
He also criticized the court for granting an interim measure so quickly, arguing that thousands of other cases have remained pending for years.
“But to grant, in the blink of an eye, the first interim measure in the history of the world not to stop, but to encourage, in its own interest, the enforcement of an act that likely violates the law and the public interest, while thousands upon thousands of cases involving people’s problems have been sitting for years in the drawers of that same court, is deeply troubling,” Rama said.
The prime minister reiterated that decisions involving state funds must go through Parliament.
“I repeat: Only the independent legislative branch can open the doors of the state treasury, and the Albanian Parliament will do its duty on this issue, in compliance with the Constitutional Court’s decision, on Thursday, September 17,” Rama wrote.
