TIRANA, May 12 – The Committee for Europe and Foreign Affairs held a hearing with Minister of State and Chief Negotiator Majlinda Dhuka on the Council of Ministers’ report on Albania’s accession process to the European Union. She presented progress achieved in 2025. Albania opened negotiations on all chapters. The process now includes conditions for the closure of 31 chapters.
Meanwhile, Dhuka described 2025 as a very strong year for progress. Political will supported the results across all political forces. Institutional discipline contributed to implementation. Around 157 institutions took part in the process.
At the same time, she said negotiations opened on April 14, 2025. She described this as a strategic step toward integration into the European single market. Albania received 26 conditions for closing negotiations in the internal market group. These conditions cover market standards. They also cover competition policy and consumer protection.
Dhuka also reported that 96 draft laws went through public consultation in 2025. Integration-related acts accounted for 38. The public consultation register recorded 96,782 users during the year.
Meanwhile, Albania worked on 24 interim conditions in justice and security. These covered 92 priority directions. The Council of the European Union continued discussions among its 27 member states on Chapters 23 and 24.
At the same time, Dhuka said Albania expects progress toward the closure of all negotiation chapters. The government highlighted rule of law reforms. Institutions adopted 14 acts on integrity standards for judges and prosecutors. Albania completed vetting for 805 judges and prosecutors.
In addition, court backlog fell by 24% in 2025 compared with the previous year. The reduction reached 60% compared with 2020. Authorities also reported continued progress in digitalising the justice system.
